Horizon Training and Consulting provides consultancy services for aspiring individuals or organizations who are passionate in entering the private education and training industry in Singapore via the Skillsfuture legislation. We provide consultancy services to assist in registering a Private Educational Institution (PEI) with SSG under the ERF framework and the Edutrust framework. We also provide consultancy services to assist in registering the training agency under the Registered Training Provider (RTP) framework with SSG for endorsement under Skillsfuture.

SkillsFuture Consulting Framework for SSG Registered Training Provider (RTP) Application

1. Organisational Readiness & Gap Analysis

  • Assess current organisational capabilities against SSG Systems and Capabilities (S&C) framework

  • Identify gaps in governance, training operations, and quality assurance processes

  • Provide readiness report with actionable recommendations

  • Advise on suitable WSQ qualification types (SOA / Full Qualification)

2. Business & Operational Framework Setup

  • Develop organisational structure aligned with RTP requirements

  • Define key roles (e.g., PEI Manager, Programme Manager, Trainers, Assessors)

  • Establish SOPs for:

    • Course administration

    • Learner management

    • Trainer and assessor management

  • Implement record-keeping and audit-ready documentation systems

3. Curriculum Design & WSQ Alignment

  • Structure courses into competency-based Learning Units (LUs)

  • Develop ABCD-formatted learning outcomes aligned to Bloom’s Taxonomy

  • Map curriculum to:

    • Skills Framework (SFw)

    • Training and Assessment Specifications (TSCs)

  • Sequence modules for logical progression and learner development

  • Ensure alignment with industry relevance and employability outcomes

4. Assessment Design & Validation

  • Design WSQ-compliant assessment strategies:

    • Written Assessments (WA)

    • Oral Questioning (OQ)

    • Role Play / Practical Performance (RP)

  • Develop assessment instruments, marking rubrics, and answer guides

  • Create Assessment Plan (ALP) aligned with learning outcomes

  • Conduct validation for:

    • Validity

    • Reliability

    • Fairness

    • Sufficiency

5. Training Delivery & Learning Design

  • Develop training delivery plans (lesson plans, trainer guides)

  • Apply constructive alignment principles (LOs – Activities – Assessment)

  • Incorporate adult learning principles (IAL standards)

  • Design blended learning pathways (classroom / online / hybrid)

  • Define trainer qualification and currency requirements

6. Quality Assurance & Compliance Systems

  • Establish internal QA framework aligned with SSG requirements

  • Develop policies for:

    • Continuous improvement

    • Feedback collection (learners, trainers, stakeholders)

    • Assessment review and moderation

  • Implement documentation for audit readiness

  • Align processes to SSG S&C: Training Quality and Outcomes

7. SSG Application & TPGateway Submission

  • Prepare full documentation for RTP registration and course approval

  • Support submission via TPGateway

  • Ensure compliance with:

    • Course criteria

    • Trainer/Assessor requirements

    • Assessment and delivery standards

  • Liaise and respond to SSG queries or clarifications

8. Accreditation Support & Review Preparation

  • Prepare organisation for SSG audits and site visits

  • Conduct mock audit and compliance checks

  • Refine documentation based on feedback

  • Support resubmissions (if required)

9. Post-Approval Implementation Support

  • Guide operational rollout of approved courses

  • Train internal staff on WSQ processes and compliance

  • Set up monitoring systems for training delivery and outcomes

  • Support ongoing reporting and SSG compliance requirements

10. Continuous Improvement & Expansion Strategy

  • Review programme effectiveness (e.g., Kirkpatrick Levels 1–4)

  • Recommend enhancements for curriculum and delivery

  • Support expansion into additional WSQ courses or qualifications

  • Advise on long-term capability building as an RTP
